I'm trying to use the net user command line utility, but when I run the code it just opens the command line. I'm sure it's something simple.

If you are going to specify a command shell with cmd.exe then you have to add "/c" or "/k" to add the command parameter.

Shellexecutewait("cmd.exe", "/c net.exe user Administrator password01", "%windir%\system32\")

But it shouldn't be necessary, because NET.exe is not a native shell command. So just do this instead:

Shellexecutewait("net.exe", "user Administrator password01", "%windir%\system32\")
