Need help, Making GUI scratch,

1.Ok, First i need to make a Button (have my own pic) that when that, PIC is clicked it drops down a menu and when its clicked again it closes that menu, and only shows that one button,

2.i also need to have this button centered in the middle of the screeen of the program i am targeting, nomatter if the size of scrren of the program im targeting changes or not,

rest i can code and do, i just need this start bases thank you
