How do I check for a window opening?

Is there a way to check when a window/instance starts?

It hooks any window event and is the best approach. An alternative route which I suspect will meet your needs is below

While 1
sleep(50)
if WinExists("VLC media player","") and $flag=0 then
    ToolTip("VLC window created")
    $flag=1
elseif not WinExists("VLC media player","") and $flag=1 then
    ToolTip("VLC window closed")
    $flag=0
EndIf
