Replace mouse wheel event on Win7 x64

I'm trying to catch the WheelUp and WheelDown events and send

CTRL+WheelUp, CTRL+WheelDown instead.

I tried examples using User32.dll, hook.dll and a UDF, but none of them works.

No error messages just nothing happens when I roll the wheel. I copied kernel32

and user32.dll (from both system32 and sysWOW64) next to the script, tried two

versions of the hook.dll, still nothing.

I'm on Windows 7 x64 and I was wondering if that's a problem.
