Explorer alternative

Hello,

At my job, the windows Desktop is locked and I need to create a new explorer windows with basic features (change icons size, change wallpaper and screen resolution, add a new shortcut).

Trying to use a internet explorer window won't do the trick, and using the defaut explorer /e command neither (to display the c:\users\documents and settings\<user>\desktop folder) since it adds context commands non suitable ...

Where do I start ?
