high cpu usage - reformulated

here's the code i'm having trouble with:

the app is launcher.exe. the code is supposed to restart the app if it fails.

the app needs a parameter so i created luncher.lnk that puts the parameter (did not know how to do that with the code)

running this script putt's a load of 50% on my CPU.

anyone see why?
