sleep(T) method

Is this true?

sleep(T) method in AutoItX will put the script into a "100%" cpu useage loop for T msec if T<15, different than AutoIt which will sleep for ~15 msec if T<15 msec.

Any feedback, is this true? I need to know if my understanding is correct to help me do workarounds on these issues. This info is also vital to others using small sleep times, and the info is not in the help file.
