If the connect button has focus and you hit enter the "test" is written to the console twice. How do I prevent this?

Set the button to the "Default push button" style and you can do without the dummy altogether: ;)

The reason it didn't work with the dummy control was because _WINAPI_GetFocus returns a handle, and GUICtrlCreateButton returns a control ID. So, when you checked to see if the control ID matched the handle, it didn't match so it actioned the dummy control, even though the button had already been actioned.

If I posted any code, assume that code was written using the latest release version unless stated otherwise. Also, if it doesn't work on XP I can't help with that because I don't have access to XP, and I'm not going to.
