I have never used fileman before but I am sure that reading Jon's Post will clarify it for you.

By going http://www.autoitscript.com/fileman/index.php and clicking New directory.

Edit: Well, that's one way to do it -- you could probably try the Register link above it which may or may not let you create directories that only you can modify.
