Winsetstate on hwndwrapper?

OK, wtf are hwndwrappers and why can't i winsetstate on them?

Here's my window inf dump:

Handle: 0x0000000000250310

There's nothing in control tab.

winsetstate returns 1 but nothing happens, wingetstate returns 7.
