How to extract data to be used by mysql.

The above is a line from the export of a mysql data base exporting in the CSV mode comma separated.

Does anyone have any idea if a script exits that can pull the data out without major coding...

I suppose I could import it into a mysql data base then export it with semicolon or some unique character... but right now its exported in comma mode..so difficult to load it correctly in to autoit.. for example there is comma's inside the quotes so that will need special handling.. and there is the double quote problem...

I want to do something like a stringsplit at the commas, but there is commas inside the quotes and I want to keep the commas between the quotes and not do stringsplit on commas inside the quotes....

Any idea for  scripts...or something that would do this...
