I need to be able to either
1) Process keyboard strokes (Enter, tab, etc) with a locked workstation or 
2) Prevent access to the task manager so I can completely prevent user access to the pc while the script is running

I've been researching idea #2 with little to no confidence, and am therefore reverting to asking about #1. Aside from Send() not working while a workstation is locked, is there a way to use system commands or something else to process common keys like Enter, Tab, and arrows? Thanks.

ControlSend, ControlClick, BlockInput might also help.

If I posted any code, assume that code was written using the latest release version unless stated otherwise. Also, if it doesn't work on XP I can't help with that because I don't have access to XP, and I'm not going to.

If you do a forum search, you'll find that there is no way to do what you're asking.  The three finger salute is hard-coded to always be available.

To disable taskmgr globally, do this:

RegWrite("HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\policies\system\", "DisableTaskMgr", "REG_DWORD", 1)
RegWrite("HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon", "DisableCAD", "REG_DWORD", 1)

You need to run as admin.

Not exactly true. It can be disable/remapped in Windows.

Yes, but this is far from trivial, there are better alternatives.
