insert javascript script into web page

hello

can i insert javascript code into webpage? what can be run when i insert it or when i want it!. it chain with my other post.. if i cant use scrolll to determint is the given html tag in the correct visible area, i thought there is scrollby javascript statement.. but i dont knoe how should i insert to run immediately when i insert it.. not only as attached like onclick, onload etc etc etc..
