Looking at it again, it's actually the choice of where ^tab takes you that is MRU, the tabs stay in same order (unless you pull them around).  Anyway, with no response here I'll assume it's a a SciTE question and ask there.

SciTE with 3 or more tabs (3 or more docs open). Control-Tab switches to other tabs in order of most recently used. I'd prefer it simply to go to the next tab.

buffers.zorder.switching=0

SciTE doc says this: "This setting chooses the ordering of buffer switching when Ctrl+Tab pressed. Set to 1, the buffers are selected in the order of their previous selection otherwise they are chosen based on the buffer number."
