Run problem

Can't figure it out. I have it distilled to this.

 

This works: 

Run("C:\Windows\System32\notepad.exe")

 

This does not:

Run("C:\Windows\System32\mmc.exe")

 

The files are there, the security on them is the same, and they work normally from Windows.  Running Windows 8.1 with “User Account Control Setting” off.
