Make a minimized/inactive window blink/flash?

Would there be a way to make a minimized, or a window inactive blink when something changes on it? It's a chat program. And I would like it to blink in the taskbar when someone sends a message. It uses TCP, Dont think that helps, but yea, thx. Also, is there a way to put smilie graphics in a text gui window? Thx
