Hide Windows if Process Active

I am trying to script out a program that, when a process is detected that I will hide the main window until the detected process is gone. I can make this happen, however it seems to hold the cpu hostage with flips..  I don't really want to put a sleep delay in because I would want the detection of this process to happen as soon as it is launched..  Could someone offer a suggestion on how and if this can be done?

Wouldn't it be a good idea to share what you have so we can see whether there is an issue or make recommendation?
