Service related. start ,stop, restart and query

i have a problem when i tryign to start ,stop and restart the services. i search in the furom but only query of service is in the furom.

any one can help me how to strat, stop any services is highly appreciated.

where did you get the error messages. i seach to the internet but i cannt find any value of error message.

for example if you have a succes the provided query the return value is 1

i cant not find Win32 Platform SDK documentation
