What do you mean turns itself on with scrolllock?

Just some lighting or actually some other feature?

Are you sure its the scroll lock command being sent in windows that is doing the function?
Meaning if you were in bios and pressed the key, would it have the same function?  If so its hardware related and no way to script it.

If not, I would intercept the keycommands and see what hook is being sent in Windows and find a way to trigger that with a script.  Then find a way to run your script before login.
