Opening Folders

All I know is the "HKEY_CLASSES_ROOT\Folder\shell\open\command" key in the reg says the command is "%SystemRoot%\Explorer.exe /idlist,%I,%L", which dosn't seem to make a difference if I change it. Whats %I (something to do with an ID #)?

Is there a 1 line run() that can open a folder?
