effects on this computer

Has anyone ever written effects on the computer screen that overlap other applications without affecting the application I'm running  for example: Bubbles, snowfall, cherry blossoms, ... (via google translate)

It is written in auto it, but you can imagine, 1 char per exe. 1 figure is 1 window.

But i haven't uploaded my changes here.
