Email with attachment

I have a little question for all of you: There a way to create an email with 1 html as attachment, with sendto object and some line of body loaded from a txt?

es:

TXT esample:
email sendto
object
body message
c:\tmp\list.htm

the program must send the email to the adress put in the first line of the txt file

the email must have the object loaded from the 2nd line of the txt file

the email must have the body loaded from the 3rd line of the txt file

and must have as attachment the HTML file loded from 4th line of the txt file
