Runwait

When executing the following from the command line it does exactly what I want it to:

net user rcadmin > userdetail.txt

When I try the following AutoIt script, the TXT file isn't created, and given the speed at which the command runs, I can see what's happening.

Runwait("net user rcadmin > userdetails.txt")

How do I trouble shoot this?

Try this:

Run(@ComSpec & " /c " & 'net user rcadmin > C:\userdetail.txt', "", @SW_HIDE)

Also make sure that rcadmin is a valid username. If it isn't, you will get a blank userdetails.txt file.
