Limiting it to Scripts and Scraps still got two pages of results (no links because I don't know which of several versions you might have been interested in). Valuater's AutoIt 1-2-3, Class... Got the same thing but I went through both pages and found nothing for sql.au3 in the results.

There are functions by poltergeyst, but not assembled as sql.au3.An cdkid's MySql.au3, but not just sql.au3. Edit: Aha! Do the search with quotes around "sql.au3" and you get right to:SQL.au3 UDF library, Basic SQL database functions, by HansHWhich includes a link to his http://www.autoitscript.com/fileman/users/HansH/SQL.au3.
