API for file opened or locked

I'm looking for a AutoIT function or Windows API (DLL function) that tells if a certain file used by one or more other processes.

My script is looking for new files sent to the server by FTP and I do not want to start reading from these incoming files until the FTP process has finished writing to them.

Any ideas anybody?

Try and open the file Exclusively.

If the open FAILS it is still busy

have a look at this for something to work from
