Are you using icon names or icon index?

Icon names are a pain in the arse in any language

If using the icon index then it must be a negative number like -3. Otherwise it is trying to find an icon named 3

What AU3 code do you tried? And where exactly is your problem?

Try something like this:

If @compiled = 1 Then
  $tl_icon = GUICtrlCreateIcon(@ScriptFullPath, 3, 104, 72, 32, 32, BitOR($SS_NOTIFY,$WS_GROUP))
Else
  $tl_icon = GUICtrlCreateIcon(@ScriptDir & "\Resources\TL.ico", 0, 104, 72, 32, 32, BitOR($SS_NOTIFY,$WS_GROUP))
EndIf

This I tested and it works fine.
