Grab Clip

How would you grab a picture from the clip board and send it to mspaint.exe ?

Simplest way would be to check that the Paint window is active then do a

Send("^v")

I need to know the obverse of this actually. Can anyone suggest how I'd put an image file into the clipboard, preferably without opening it in an application.
