Windows Language

I could be wrong, but if I had to guess, I would suggest looking at "@OSLang"

That has limitations in that it reports the "Installation Language" of Windows. If you have installed mutlit-language packs, it does not tell you what language the current user is using. Check out this topic: Detect Language on a XP multilanguage, and the solution there from ScriptingSteve in post #3.
