Any one has any idea how to disable windows api like alt+ctrl+delete or win+L etc.

This isn't really a GUI question.

There are some ways of doing this cirumstationally

shows some.

Method 2 described there ("Trap the keys using a keyboard device driver") would be the best way imo since you need to premp the OS to truly disable the keys.
