Yes, it can be done. I am currently working on a send and receive text and picture messaging interface for AutoIt using the pine email package.

Within this forum there are plenty of examples of how to code an email client. You could address the email to a service provider that converts it into an SMS.

Have a look at www.directsms.com.au who provides both email and sms gateways. I happen to use the email gateway for sms processing which works just fine.

Alternately for outbound sms you can always use Skype. Or alternatively write a sms client for an sms gateway. From memory I think that there are probably

examples of that code published within this forum.
