Detecting a wallpaper change

I'm thinking that I'm going to have to constantly check the registry if I want to immediately know if the wallpaper has been changed.

I was hoping there was some sort of way (probably using dlls) that you could detect a change without the constant looping. Is there something like this?

API hooks could do such a thing. Although not a 100% way to detect registry changes, it's pretty relaible. There are some example here on the forums on how to hook some apis and google has many more

Check out the RegNotifyChangeKeyValue function, I think it is just what you need.
