Paint "Isch" app ?

well i want a func that works almoust like the screen Magnifi Fun in window info exept i want to sacn a fixed Part of the screen ++ i want to draw that part on a caption

then i want to place icons on a layer adove the picture on he caption ...a little arror or pointer...

if possible save the pic in a ini file that i only have to capture it once .... or maybe a Picture even tho i think a ini would be better for id`ing it

argh wrong forum ^^ soory can a mod move this ? i cannot delete it
