If you just want to read checkout the Microsoft Excel Viewer (free) if it can be controlled the same way like Excel itself.

In your topic you also ask for write + modify: If you want to do so without Exel installed you will have to directly modify the *.XLS file: Windows itself doesn't have APIs to handle XLS natively AFAIK.
