Force order of controls? (One on top of another, specifically tabs)

I would like to have a sunken label behind a tab control I have, just to give it a little depth, but even when I create the label first, and disable it, it still appears over the tab? Is there any way to make sure the tab stays above this?

Give the label the style $WS_CLIPSIBLINGS.
