Maximize not working

Ok so when I load up a program I have the command for it to maximize, but everytime it loads up it wont maximize. I even tried minimize command and that wont work. Is it due to vista?

Run ("Program Dir", "", @SW_MAXIMIZE)

Theres the code im using

Also how should I go about to check if say something appears on the program.

Should I check pixel colors by the rectangles... doing this pretty much all over the screen then if a change having a mouse click there? or is there a better method

(More less I want if something appears at a spot to click there)
