Desktop Restore

I am trying to create a program, that will be in startup, so that when it runs it can detect and restore certain settings. IE: Wallpaper, Screensaver, etc. But another thing that I need it to do, which I can't seem to figure out how to do, is have the icons on the desktop restore to the original. In other words, I want it to be able to detect additional things on the desktop and delete them if they aren't on the original desktop. Also, I need it to move the icons back to there original location on the desktop so that every time the user logs in, the desktop will always look the same. ...?

I know I've seen this out there somewhere. I downloaded it and tried it. It created an INI file that had the locations of the desktop icons on it. I'll search around and see if I can find it again.
