open netwok properties with RunAsSet

I did this script :

RunAsSet ("administrateur",@ComputerName,"xxxxxx")

run ('RunDLL32.EXE shell32.dll,Control_RunDLL ncpa.cpl,,1')

RunAsSet()

it works fine under administrateur session but under users session it opens windows explorer instead of network properties !!!!

any ideas please ?
