$regcheck = RegRead("HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Run", "MyProgramName", "REG_SZ", @ScriptFullPath)

if regcheck = 0 (this line is my problem if its not there would it return 0 or?) then
RegWrite("HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Run", "MyProgramName", "REG_SZ", @ScriptFullPath)

Use the @error code returned:
$regcheck = RegRead("HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Run", "MyProgramName", "REG_SZ", @ScriptFullPath)

if @error then
      RegWrite("HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Run", "MyProgramName", "REG_SZ", @ScriptFullPath)
endif
