Close and restart IE

I'm developing a Kiosk like system which use IE as a platform to show those web site

I used a javascript in the web site to close the IE after using the system.

I would like to ask if there is any method to monitor the IE and preform an action that when the IE closed then the system opens a new IE or preform other action?
