Help with key timing

is there a way to figure out whats going through kernal32.dll?

when a is pressed and held you see "aaaaaaaaaaaaaaaa" but there is a lag between the 1st...and second "a" then it zooms along...is there a way to find out the length of time "a" was held down for and the result? ie "aaaaaaaaaaaa" 2 seconds

The delay before repeat and the repeat frequency are set in the BIOS.
