change windows sensitivity

hi, i want to make alittle programm which would change make windows sensitivity when playing. Reason: every other sensitivity than 6 would skip pixels when playing. And this is rly annoying. But 6 is not high enough for windows working. So when no game runs it should be 11 , when a game runs its at 6.

Just dont know how to actually change the windows sensitivity (vista 64). Anyone with an idea?
