Read text of a window inactive

i want to make that a script read a text of this:

Big size

"21:14 Using one of 72 great mana potions..." (Its the words color green)

i want the script read that and play a sound

The "Big Size" is not really big either... I guess there's no easy solution for this one, seems like a graphic. You might use Tesseract (OCR, search examples) to read that... but imho that's gona be far to complex to achieve ...
