Send html to browser

I have been looking but cannot find an example ( can find proxy examples but thats not what I want )

What Im looking to do is output some html to a browser on a port

Script : on port 83

Borwser to Script | http://localhost:83

Script to browser | <h2>hi<h2>

Could some one give me an example on how this can be done ( probably using the tcp functions )
