Script to create a new file

Is there code to create a simple text file? I know I can create a directory with DirCreate, but what can I use to create a file?

or

Tell me how I can pass a variable from one script to the other even if the machine reboots...if that's possible.

Thanks guys...I was reading FileWrite literally, as if I had to already have a file open. Just discovered my first test failed due to a typo.
