Hello. I'm Polish so I use google translator.

I would like to convert a color from the RGB color of the console (CMD, Command Prompt) My point exactly similar change colors on the console.
Here I give the RGB color console:

black 0,0,0
dark blue 0,0,128
dark green 0,128,0
dark cyan 0,128,128
dark red 128,0,0
purple 128,0,128
gold (dark yellow) 128,128,0
light gray 192,192,192
gray 128,128,128
blue 0,0,255
green 0,255,0
cyan 0,255,255
red 255,0,0
pink 255,0,255
yellow 255,255,0
white 255,255,255

I mean that approximates all RGB colors to those coming in the CMD.

In addition, I would like to converted the HEX to RGB
Thanks for your help.

@ Update
The program would change, for example, color RGB: 246,0,0> 255,0,0 (red)
0,245,236> 0,255,255 (cyan)

Would be closer to the color of the nearest equivalent

Try this demo of one way to do it.

#include <Array.au3>
#cs
    black 0,0,0
    dark blue 0,0,128
    dark green 0,128,0
    dark cyan 0,128,128
    dark red 128,0,0
    purple 128,0,128
    gold (dark yellow) 128,128,0
    light gray 192,192,192
    gray 128,128,128
    blue 0,0,255
    green 0,255,0
    cyan 0,255,255
    red 255,0,0
    pink 255,0,255
    yellow 255,255,0
    white 255,255,255
#ce
Global $array[16][3] = [[0, 0, 0],[0, 0, 128],[0, 128, 0],[0, 128, 128],[128, 0, 0],[128, 0, 128],[128, 128, 0],[192, 192, 192],[128, 128, 128],[0, 0, 255], _
        [0, 255, 0],[0, 255, 255],[255, 0, 0],[255, 0, 255],[255, 255, 0],[255, 255, 255]]
_ArrayDisplay($array)
For $Loop = 0 to 15
    ConsoleWrite("RGB = 0x" & Hex($array[$Loop][0], 2) & Hex($array[$Loop][1], 2) & Hex($array[$Loop][2], 2) & @CRLF)

If I posted any code, assume that code was written using the latest release version unless stated otherwise. Also, if it doesn't work on XP I can't help with that because I don't have access to XP, and I'm not going to.
