How to make an app appear with key combination

I have created an app that runs at background when its closed..

I want it to launch back and appear when the user press combination of CTRL + ALT + O ( or any specified by user)..

What i mean is. Is it possible to make my application running at background pop up when CTRL + ALT + O key is pressed

Not a scripted solution, but windows already let's you do that...right click...shortcut key.  I set a key for all my used apps and rapid fire open them

Sorry - my mistake. 

You are right. Accelerators work only when application is active.

So right answer is really HotkeySet() as suggested above by someone ...
