$intruder=FileRead("c:\ArpList.bin")

What more do you need?

You've demonstrated you know how to create and read text files, parse the text...

Reading the help file before you post... Not only will it make you look smarter, it will make you smarter.

FileWrite("c:\intruderList.txt",@HOUR&":"&@MIN&"--<Connection From:-"&$intruder)

the arp cache won't help you to detect any "intruder" !!

The ARP table is for when your computer looks up the Layer 2 address of the destination based on a Layer 3 address. It won't tell you who has been accessing your computer, just who your computer has been accessing.
