GUICtrlSetGraphic does not draw over pic

I want to draw over a pic with GUICtrlSetGraphic Functions, but cant find the right styles. But maybe its another problem.

Please give me an hint.

I think this is design limitation.

But I'm not 100% sure.

I tested this little changed example which behaves the same:
