create a script to limit packets sent

is there a way to create a script that increases ping or limit the amount of packets sent

i've looked around and have found nothing

Could you provide a reason for wanting to do this? All I can think of is malicious reasons... Prove me wrong of course. Malicious code ain't that popular round here.

my internet runs at a normal 60 ping and some of the games have a minimum ping you can play at usually 100+ so that those on cable do not have an unfair advantage over those with dial up. they want everyone to run at the same speed. This is no way destructive to others just making the game fair according to peoples rules on servers.
