No, I don't know much about what is granted by admin rights but if he can get the handle/title etc of the window why can't he close it?

ConsoleWrite(WinGetTitle(WinGetHandle("[REGEXPTITLE:Hello All - (.*?)]")) & @CrLf) is it bcoz of dash (-) in the regexp? Hello All - The same code works fine on window having title without dash (-)
